Carnet d’Information du Logement

From 01/01/23 an information booklet (Carnet d’Information du Logement) will have to be produced during any renovation work having an impact on a property’s energy performance, assessed in accordance with 1° of article L. 171-1 of the Construction and Housing Code as per decree L. 126-35-2 of 27/12/22,

This booklet should contain:
Floor plans and elevations of the changes to the property. These plans must include diagrams and descriptions of the water, electricity/gas, insulation, heating and ventilation networks of the accommodation.
The operating, maintenance and upkeep manuals for the equipment.
A list, and thermal characteristics, of any materials used which have a direct impact on the energy performance or emissions of the property.

The booklet must be provided in French by the owner of the accommodation to the Mairie on completion of the works or to the notaire by the date of sale. A Carnet d’Information du Logement is required for all works carried out from 01/01/23, whether planning permission (permis de construire) or outline planning (déclaration préalable) are required or not, and whether undertaken by professionals or individuals.
